Embassy Spokesperson’s Response to Media Query on the US government’s release of the “2025 Hong Kong Policy Act Report” and Sanctions on Chinese Officials

Q: On March 31, the US State Department released the “2025 Hong Kong Policy Act Report” and announced sanctions against six officials of Chinese central government agencies in Hong Kong and the Hong Kong Special Administrative Region government. What is your comment?

A: The US side has once again repeated the same old false accusations in the so-called "report" to smear Hong Kong's democracy, rule of law, human rights and freedoms, and imposed "sanctions" on officials of Chinese central government agencies in Hong Kong and the government of the Hong Kong SAR. This is a gross interference in China's internal affairs and Hong Kong affairs, and a serious violation of international law and basic norms governing international relations. China strongly condemns and firmly opposes this.

The Chinese central government resolutely supports the law enforcement and judicial authorities of the Hong Kong SAR in carrying out their duties in accordance with the law and punishing acts that undermine national security. The SAR police have taken lawful actions against overseas anti-China rioters, and the SAR judicial authorities have independently and impartially tried national security cases following legal procedures. These acts are consistent with international law and customary practice, and are just and necessary moves to safeguard national security and Hong Kong's prosperity and stability. The US side is in no position to make groundless accusations on this matter.

Since the return of Hong Kong, the Chinese central government has fully, faithfully and firmly implemented the principles of One Country, Two Systems, Hong Kong people administering Hong Kong and a high degree of autonomy there. Since the enactment and implementation of the Hong Kong National Security Law and the Hong Kong National Security Ordinance, the Hong Kong SAR has restored order and is set to thrive. Its security, democracy and people’s freedoms and rights are better safeguarded, and it enjoys more promising prospects for development, providing the world with a safer, freer, and more open and predictable business environment. Accordingly, the SAR has seen an all-time high in the registration of non-Hong Kong companies.

Hong Kong is part of China, and its affairs are purely China’s internal affairs. Any external interference is doomed to fail. We urge the US side to respect the facts, stop meddling in Hong Kong affairs and interfering in China's internal affairs, and stop smearing Hong Kong's democracy and rule of law. China will surely take strong and resolute countermeasures in response to the wrong moves by the US side.
