On February 11, 2026, Ambassador Xie Feng, Permanent Observer of China to the Organization of American States (OAS), attended the Special Meeting of the Permanent Council Devoted to Dialogue with Permanent Observers and delivered remarks.

Ambassador Xie said that China’s friendly exchanges with Latin American and Caribbean (LAC) countries have a long history, and China has always attached great importance to developing relations with the LAC region. The past year was a milestone year in China-LAC relations. The Fourth Ministerial Meeting of the China-CELAC Forum was held in Beijing, at which President Xi Jinping called for launching five programs on solidarity, development, civilization, peace, and people-to-people connectivity, and outlined a grand blueprint for building a China-LAC community with a shared future. China released its third Policy Paper on Latin America and the Caribbean, putting forth specific measures to implement the five programs. Looking into the future, China and LAC need to continue to move forward with solidarity, jointly promote development, learn from each other’s civilization, safeguard peace together, and bring our people’s hearts closer, so as to advance hand in hand as a community with a shared future.
Ambassador Xie stressed that over the past two decades since China became a permanent observer to the OAS, China has carried out various forms of cooperation with the organization, bringing tangible benefits to regional countries and people. China firmly supports the positive role of the OAS in promoting regional peace, stability and prosperity, and stands ready to work with various sides to enhance solidarity with a focus on dialogue, deepen practical cooperation with a focus on development, and foster people-to-people ties with a focus on the people. China will always be a good friend and good partner of LAC countries and the OAS.
The dialogue was chaired by Ambassador Luis Ernesto Vargas, Permanent Representative of Colombia and Chair of the OAS Permanent Council. Participants included OAS Secretary General Albert R. Ramdin, Assistant Secretary General Laura Gil, envoys of the member states and representatives of the permanent observers.
