On November 20, 2013, Chinese Vice Premier Liu Yandong met with Rep. Marcia L. Fudge, Chair of the Congressional Black Caucus and Dr. Wayne Frederick, one of the presidents of Historically Black Colleges and Universities (HBCU).
Liu Yandong expressed the hope that the two sides will give full play to the role of China-US parliamentary exchange and other channels to enhance communication and understanding and release positive energy for the development of China-US relations. She welcomed more students from HBCU to study in China and become a new force for China-US exchange and mutual learning.
Liu Yandong announced that in the next four years, China will provide funding for 400 students from the high schools, colleges and universities within the constituencies represented by African-American members of parliament to study in China.
